Build Automated WinOLS Tuning Portal, Need price requests after video watched.

I need a complete web platform that mirrors the workflow shown in my reference video: a portal that connects directly to a WinOLS database, accepts incoming tuning files, and processes them end-to-end without manual intervention.

Core flow
1. A user (Standard User or Technician) uploads an ECU file.
2. A background bot immediately decrypts it, calls the WinOLS database for the correct original, applies the mapped solution, re-encrypts the result, and pushes the ready file back to the user for download.
3. Throughout the process the system logs each step, triggers real-time notifications, and exposes the data in an Admin control panel for oversight.

Required features
• Automatic file service driven by WinOLS integration
• File encrypt / decrypt with support for multiple algorithms used in common ECU formats
• Solution application exactly as demonstrated in the video
• Role-based access: Administrator, Standard User, Technician
• File upload & download UI with progress feedback
• User notifications (browser, e-mail, or both) that confirm receipt, status changes, and completion
• Comprehensive admin dashboard to view queues, force re-processing, and audit history

Tech guidance
I have no preference on language or framework so long as it is robust and secure; Node.js, Python (FastAPI/Django), or PHP (Laravel) are all acceptable if they can integrate cleanly with WinOLS and handle high-volume file I/O. Automation can rely on a headless WinOLS instance or the WinOLS automation API—whichever you have proven experience with.

Acceptance criteria
• Upload-to-download round-trip takes no longer than the manual steps shown in the video.
• Processed files match WinOLS checksum and pass my bench tests.
• Role permissions cannot be bypassed and all activity is logged.
