Build a small medicinal-leaf smoke machine prototype

I'm looking for an individual freelancer or small workshop to build a simple, one-off working prototype for a project. My budget is around ₹10,000.

The concept is a machine that heats medicinal leaves and draws the smoke through a filter into a small chamber, with controlled release through a valve. I have a concept sketch to share. I need help with the engineering, safe design, fabrication and testing.

This is for a one-time project submission, so the prototype can be made by modifying existing devices available in the market - whatever keeps it simple and under budget.
