Boost WordPress Page Load Speed

My WordPress site needs to feel instantly responsive, but right now every page drags. I want a specialist who can measurably cut the page-load time. Performance plugins such as caching and minification are already in place, yet GTmetrix and PageSpeed Insights still flag long waits, so a deeper optimisation is required.
