Arabic Windows Invoice Software

I need a Windows-based desktop application that lets my team issue invoices through a fully Arabic, right-to-left interface. The program must handle the entire flow—creating invoices, tracking incoming payments as they are received, and producing clear, printable reports that management can review at any time.

Because several staff members will be using the software simultaneously, it has to support multi-user operation with an admin layer where I can add, edit, or deactivate user accounts and decide who gets access to each feature.

Deliverables:
• Compiled Windows installer and executable
• Complete, well-commented source code
• Quick-start guide showing how admins create users, set permissions, and back up data
• User manual (Arabic) covering invoice creation, payment entry, and report generation

I am open to any stable development stack that fits these needs, as long as the final GUI is entirely in Arabic and the program runs smoothly on current Windows versions.
