Apple Dev Account & App Publishing

I already have an Apple ID set to India with all legal details filled in, and the payment method has enough balance. The problem starts when I try to enrol in the Apple Developer Program for an Organisation (the app belongs to a school-run non-profit). At the final checkout step Apple shows the message “This option is not available in your country,” so the purchase never completes.

I need someone who has navigated this exact regional restriction to step in, complete the organisation-level developer enrolment on my behalf, and then guide the app all the way to public release on the App Store. The app itself is finished, built with Capacitor, and already runs flawlessly on TestFlight—what blocks us is the developer account.
