I need an Android application that accepts an RTSP stream from any IP camera, decodes it in real time and exposes it to the operating system as a virtual webcam. The goal is for this synthetic camera to appear alongside the device’s built-in cameras so it can be picked inside Zoom, Google Meet, Microsoft Teams, Instagram Live, Facebook Live or any other conferencing or live-streaming app without additional plug-ins.
Core requirements
• Input: a simple field where I can paste the RTSP URL and tap “Connect”.
• Processing: low-latency decoding (preferably via MediaCodec with hardware acceleration) and seamless piping of the frames to a virtual camera using Camera2 / CameraX’s StreamSharing or a comparable technique.
• Output: a persistent virtual camera device that survives activity restarts and is selectable by third-party apps exactly like a physical camera.
Extra functionality I must have
• On-screen controls – play / pause, reconnect, resolution toggle and FPS indicator while the stream is running.
• Recording – one-touch start/stop to locally save the incoming stream as an .mp4 (H.264 or HEVC). Recorded files should be listed in-app with share / delete options.
Compatibility & stability
The solution has to work from Android 10 upward, handle network interruptions gracefully, and keep audio/video in sync when recording. I’m fine with using open-source components such as GStreamer or FFmpeg as long as licences are respected and the final APK remains lightweight.
Deliverables
1. Signed release APK and installable AAB.
2. Full Android Studio project with clear build instructions.
3. Brief README outlining architecture, libraries used and how to add the app’s virtual camera on different Android versions.
4. Short test video proving the virtual webcam is detected by at least one conferencing app and one social media live platform.
