Android API & GCloud Fixes

My Android app has just been rejected by Google Play because it no longer targets the required API level, and I am also running into Google Cloud Storage failures in production. I need someone who can jump into the existing codebase, raise the targetSdkVersion to meet the latest Play Console requirements, resolve every compile or dependency conflict that appears, and then straighten out the cloud-storage layer so uploads and downloads work reliably again.

The project will be complete when:
• The app builds in Android Studio (Kotlin / Java) with the new API level and no deprecation or permission warnings that block release.
• A release build is accepted by the Google Play Console without policy or API‐level errors.
• All storage operations succeed against my current GCS bucket using the official client libraries; no authentication or timeout errors surface during testing.

If you have recent experience updating Gradle configs, migrating permissions, and troubleshooting Google Cloud Storage on Android, I’d like to start right away. Source is in a private Git repo; I’ll grant access as soon as we agree on the work plan.
