Several times a day I need to know when certain sites publish new files, notices, or documents, but only the items that truly matter to me. Please build a small service that:

• Polls a configurable list of URLs on a fixed schedule (cron or serverless job is fine) and detects any brand-new file, notice, or formal document.
• Runs each new find through an AI summariser to judge its relevance and discard noise.
• For every item that survives that filter, generates a concise WhatsApp message containing:
– an AI-written summary,
– the key dates or deadlines mentioned, and
– the action I’m expected to take (plus a link or file reference).
• Pushes that message straight to my personal WhatsApp via the WhatsApp Business Cloud API, Twilio, or another reliable gateway.
• Lets me edit the site list, crawl frequency, and basic wording from a simple config file or lightweight web console.
• Logs what was fetched, what was ignored, and what was sent so I can audit the process.

I’m happy with Python, Node, or another mainstream stack as long as you document the install steps and hand over clean, well-commented code plus a one-click deployment script (Docker or serverless preferred). The final solution should be ready for me to drop my API keys in, start the scheduler, and begin receiving actionable WhatsApp alerts without further babysitting.
