AI lead generation agent for my forwarding company- pilot project

Hello,

I run a freight forwarding company in the UAE, specialising in import nomination logistics on China-to-UAE lanes and India to UAE lanes. I'm looking for a developer or agency to build an AI agent that helps us find and win new clients.

What I want built (in phases):
1. Lead discovery: finding UAE importers and China-side sourcing agents or forwarders who show import intent (trade directories, free zone listings, job posts, company websites).
2. Enrichment and scoring: adding decision-maker contacts, then ranking leads 0-100 with an LLM based on product fit, volume signals and urgency.
3. Outreach: personalized WhatsApp and email drafts (English, Arabic, Mandarin), with my approval before sending at first.
4. Inbound bot: a WhatsApp assistant that qualifies enquiries (cargo type, CBM/weight, port, readiness date) and sends me a summary.
5. CRM logging, so we can track replies and improve targeting.

Preferred stack: n8n or Python, Claude API, WhatsApp Business API, HubSpot or Zoho. I'm open to your suggestions.

I'd like to start with a 2-week pilot covering steps 1 and 2. To help me compare, please reply with:
