358-Page PDF Reflow to Add Pagination & TOC

I have a print-ready, 358-page hardcover book laid out as a single PDF. The pages look fine, but the manuscript was finalized before I inserted running pagination, so the page numbers in the footer are missing and the existing Table of Contents no page numbers to line up with the real chapter starts.
Your job is to reflow the PDF so that:
• Each page carries a consistent page number, using the exact fonts, sizes, and positioning already present elsewhere in the document.
• The Table of Contents updates to reflect the new, accurate chapter page numbers—and if you can create the live PDF links while you are in there, even better.
No new fonts or design treatments are required; stick to the styles already embedded in the file so everything matches the approved print proofs. I only need the finished, press-ready PDF returned; no source InDesign rebuild is necessary unless you feel that is the cleanest way to hit the target.
Because this is headed straight to my U.S. offset printer, I would prefer to work with a stateside designer who understands trim, bleed, and spine width tolerances for hardcover production. Turnaround is flexible within reason, but I would like to review your first pass within a week to keep the schedule on track.
Send a quick note describing your relevant book-layout experience and the tools you will use (e.g., InDesign, Acrobat Pro). I will supply the current PDF and a marked-up TOC as soon as we get started.
