10 Second Flipbook-Style Animation Video Overlay

I have a 10-second video clip where the main subject, an old lighthouse, is missing the top. I want to recreate the top of the lighthouse with a color 3D sketch-like raw animation that sits directly on the subject and the light inside slowly flashes. The line work should feel hand-drawn and imperfect—think loose colored pencil strokes that wiggle slightly, with a slowly flashing light inside the lighthouse top. Target budget is $70 and 2 day delivery time.

You’ll receive the clip in 4K 30 fps MP4 and a photo of the lighthouse showing the top that is missing - to use as a guide. You will also receive an example video of a flashing lighthouse and an example flipbook animation to use as guides. Please return:

• A version of the video with the animation baked in, same resolution and frame rate.

Feel free to use After Effects, Animate, Procreate, or any tool you trust, as long as the final look remains true to that raw, sketchbook style. Timing is straightforward: the drawing should fade in during the first 2 seconds, then stay visible for the remaining 8 seconds, with the light flashing twice in those 8 seconds.
